Following the advice
of the LDIAG (the Welsh Assembly Government’s Learning
Disability Implementation Advisory Group) the Welsh Assemby
Government has launched a new Statement on Policy and
Practice for Adults with a Learning Disability. It has been
issued under section seven guidance, which is the strongest
guidance the Welsh Assembly Government can issue. This
moves learning disability policy into the twenty first
century and lays out a challenging vision of fuller and
more complete lives for people with a learning disability.
It is the result of several years work by the LDIAG.
The two key documents all Learning Disability services
should now be planned to are: ‘Service Principles and
Service Responses’ and ‘Statement on Policy and Practice
for Adults with a Learning Disability’. You can read both

will be available from the Welsh Assembly Government at
the end of May.
The Statement has revised and refreshed the three key
principles the field has been working to since 1983. The
new four principles are:
“All people with
a learning disability are full citizens, equal in status
and value to other citizens of the same age. They have the
same rights to:

live
healthy, productive and independent lives
•
be
individuals and decide everyday issues and life-defining
matters for themselves
•
live
their lives within their community, maintaining the social
and family ties and connections which are important to them
•
have
the support of the communities of which they are part and
access to general and specialist services that are
responsive to their individual needs, circumstances and
preferences.”
